Wrong published time!!

When I add a topic, the display time is faster than my localtime 14 hours! eg: when I prepair to add a topic, it display "Name: XXX 02/11/2009 - 06:20 PM ", after added, it changed to "Added: 02/12/2009 - 08:20 AM ". I use Beijing Timezone.(GMT+8). Who can help me?? Thank a lot!!
